Timezones again

Well I sent it to the same address that I sent another report about
incorrect handling of a Date: line sans seconds and got a response for
that. It's also the address listed under support in the help system...

Correct The UK uses GMT during the winter and as we "invented" time we
have no offset from UTC during the winter.

Make that the last sunday of each month not the third and again correct.

WTF is BDT? And during the winter we are not on BST (British SUMMER
Time) but GMT,

I suspect PMMail is having a problem with zero or more likely working
out the last sunday of the month.
