Speaking as someone who has done tech support but NOT SPEAKING IN ANY
OFFICIAL CAPACITY, I would advise you to exercise caution in making
conclusions. I agree, from the information you supply, it does
*sound* like it *must* be a PMMail 2000 problem.

However, this does not make it an established fact that your
situation is a PMMail 2000 fault. Consider, for example, the
possibility that someone's earlier comment was true: suppose MS did
(accidentally or otherwise) change (aka "break") an API in Win2K. If
PMMail 2000 relied on the previously documented use of this API, it
will fail with Win2K but work with Win98. I would argue that this
would not be PMMail 2000's fault -- no company can anticipate how or
when MS will change their APIs.

You should further test your situation before you positively conclude
that PMMail is "broken" and not Win2K. For example, did PMMail 2000
work with Win 98? If it did and then you upgraded to Win2K and
suddenly the bug appeared, but switching back to Win 98 cured things,
would you assume that Win2K was "broken"?

In short, there are gray areas in software design. Everything needs
to work together and sometimes it is not clear who has broken what,
or even if things are really "broken" at all. It is possible everyone
is doing everything technically correct but they don't mesh. Shrug.
