What happens if you first bounce the message(s) *then* 'toss the
message(s) into another folder' ?

'toss the message(s) into another folder' means moving that message(s)
to another folder ?
If yes, the help states:

'It is important to note that if the message is moved, all further
filtering will STOP at that point. No more filters will be run on the
message once all actions of this filter have been performed.'
