Actually John, I still think PGP signatures will solve the issue
nearly perfectly, and nearly transparently as far as you're concerned
(meaning after you set them up, you won't ever have to really think
about it -- PMMail will do any needed checking for you, instantly and
seamlessly).

Each message signed with PGP will have a unique identifier (the PGP
signature) which should be just as possible to "look up" as any
Message-ID header would be.

Problem solved. Messages are non-transferrable (without you instantly
realizing it).
