    Most people handle this by sending to the people in their address book
because the people that need to know are normally in there already.  Certainly
how I did it through all my email changes in the past 5+ years:

sandman@netcom.com
morpheus@rpglink.com
morpheus@jps.net
morpheus@teleute.dyn.ml.org
morpheus@rpglink.com
grey@diyu.org

    Not once did I send out to the list I had sent to because I send to a lot
of people that simply don't /need/ to know.  Furthermore there are other ways
to handle it.  For example morpheus@rpglink.com is still valid.  It just
forwards to grey@dmiyu.org.  In fact half my mailing lists (the ones I lurk
on) I'm still subscribed under morpheus@rpglink.com.  Just ask the ISP if they
do forwarding, ask for about a month of forwarding on your address to the new
address (or just keep the account for a month and do it yourself) and tell
people as needed.
