OT- SPAM

When I have time and it is not too much trouble I try to track down
spam and complain to their ISP's. Specially the idot that has sending
me the same thing 4 different times, but from different ISP's.
However, they all pointed to one web site and he uses an email
address to collect the payments. I have complainted to the email site
and to who I think is the hoist the web site.

Is spanning.com for real. If it is they won't be interesting in my
complaints. 

shois.net shows it being part of Level3 communciations, but I am not
sure.

Who do I complain to about this.
