Time Zone calculation error

There is an error which fails to take into account fractional hour time zones.

I got a msg sent from:

Date: Sun, 30 Jan 2000 06:12:39 +0530

I am at time zone -800.

So in the msg header pane this msg should have been shown with the local time of 

01/29/00 16:42  (correct)

But is showing up as 

01/29/00 17:12 (incorrect)

It appears that the time translation cuts the corner by using only full hour time differences :)  There are time zones in the world with fractional hours.
