I'm not quite sure about this, but....

Some RFCs get promoted to STDs (internet standards), every now and then 
a BCP ("best common practice?" is produced to summarise uhm, the
best common practice in implementing RFCs etc - it's part of the 
evolution of the standards!

I'm sure many RFCs that are really STDs have not yet made it to STDs!
