Since most of those are on Windows platforms that argument is not valid.
PGP 6.5.1 is installed more easily than most games. 

Users not on Windoozes are normally a little bit better informed about
their systems (they just have to), so it shouldn be a problem to install
the appropriate PGP version (which would also be a 6.5.x on Linuxboxes, and
2.6.3 or 5.0 on OS/2)

BTW, 6.5 has the old syntax again ;-> Anybody out there porting it for a
real OS ?
