I believe that FAT32 requires VFAT support as in VFAT was created to
provide long file names, FAT32 (which also includes VFAT & long file
names) was created to produce a more efficient file system.

I use Henk Kelder's FAT32.IFS for OS/2 and I can read/write long file
names on my Win98 FAT32 partition.
