This is very simple.

1) Create a Canned Reply with the name "Reply":

2) When you hit the "Reply" button and the "New Message" window

    Ctrl-/    Del    RMB   Select "Reply"

if you only want to kill the top Attribution Line, change the

the unwanted attribution line, delete, and select the Canned Reply "Reply".

You can make a much more detailed Attribution Line to your own liking
using

$h.datedate$ 
$h.datetime$
$h.fromid$
$h.subject$

and other variables found under ICSL Variables in Help.

I've found that this one can be customized by *me*.  Read the Help under
ICSL variables.  I have found that it will save you a LOT of time (and
heartache) waiting on the "feature" to be added by the new developers.
