The normal Regina Instructions suggest setting the associations as
follows:

C:\> ftype Regina=c:\bin\regina.exe %1 %*
C:\> assoc .rexx=Regina
C:\> set PATHEXT=%PATHEXT%;.rexx

This only enables the PATHEXT change for the current session, so I
prefer to make it global using RegEdit to add .REXX to the list of
extensions in:

HKLM\System\CurrentControlSet\Control\Session
Manager\Environment\PATHEXT

Note that the alternative command processor, 4NT, doesn't use this
list of extensions but has its own, for which see its help.
