When you run PMMail with the TZ environment variable set, PMMail uses it to determine your timezone, and disables the control on the Locale page.  If you are not running with the TZ environment variable set, it enables the control so that you can tell PMMail your timezone.

I'm running "PMMail 2.10.1999 for OS/2 Warp 4.05" and I have the problem with mail I send specifying EDT as my timezone.  A neighbor use 2.10.2010, and doesn't have the problem.  (He isn't running with TZ set.)

If you look through your Sent folder, as I did, I found the first message I sent on April 1 was the first that had the timezone change from EST to EDT.  Therefore, PMMail is assuming DST when April starts.
