Ian,

I can tell you that it does indeed.  The problem I had was twofold:

1.  You have to point the main security setup under File -> Options to your public and private 
rings.

2.  You can't have PGPNet or PGPKeys, or any file that actively uses the rings, open at the same 
time.

Once I resolved the conflict issues, it seemed to work just fine.  Let me know if you have a 
problem with it at all.
