I've seen =20 most often with CCMAIL:, where it contextually means a
dangling space at the end of a line.  That is, it wants the space
before the carriage return when it word wraps.  I always considered
it another example of just how cheesy CCSNAIL: was.

I have seen other characters as well, usually non-printables or odd
punctuations, much like you will see "%20" in URLS that contain
spaces.  They always were reasonable when you looked at the hex code
and ASCII representations.  I assumed the "=" part would be
translated "0x" in C or C++.
