Of course.  That's how all domains work.  You have full control over
the domain, only so long as you keep up the payments.  I have about 20
domains registered with Godaddy and I can move them or transfer them or
change their DNS settings, etc., as long they've been paid for.  Some I
have prepaid for 10 years in advance.  But if, after 10 years, I don't
renew, then the domain becomes available to anyone who wants to pay for
it.  There have been several incidents of companies like Microsoft
temporarily losing control of certain domains because they forgot to
make the payments.<g>
