The implementation of BCC has always been problematic, and
contradictory ideas about how it should be used have grown up. 

RFC2822 (the latest authority on its use that I can find) describes
three main ways of using BCC (section 3.6.3) and states that the
choice is implementation dependent.  In section 5, security
implications of BCC usage are discussed.

Essentially, all the methods require that the main and CC recipients
are not aware of the BCCs (though a blank BCC line may be included to
indicate that there were some); and blind recipients get a message
still addressed only to the main and CC recipients, with a choice of
no BCC, empty BCC, BCC with the individual blind recipient's address
only, and BCC with all BCC addresses.

Clearly they feel there is no remaining possibility of standardizing
a single behaviour, and so have given up.  As a result, no criticism
of mail clients for being different from each other can be sustained.
