I am the same level as you except for perl which is 5.8.

I have the same problem in that mozilla can't see the server &
Netscape does but don't seem to have the restart problem you
describe.

However, I have two ISP accounts that work fine in pmmail but only
one works with popfile, this one - the NTL one - gives invalid
password. I hacked the code to dump the command string in clear and
the response from the server and its sending the correct info.
