So, how to allow whistle-blowers to send emails informing about fraud,
abuse or illegal acts? Or any number of other scenarios where anonymity
is needed, say when the local genito-urinary clinic needs to inform a
patient of their tests results.

Hard problem, and while I agree that spam needs dealing with, I don't
think that doing away with anonymity should be the sacrificial lamb.

Anyone seen the RMX proposal, where a reverse MX record in the DNS could
be used to only allow mail to come from listed IP addresses since that
is hard to spoof especially after the injection point?
