The export restrictions falls under US munitions law but the import
restriction falls under copyright law.  RSA holds the copyright for the
PGP algorithms (whether this is "right" has been a subject of debate for
some time; see P.Zimmerman's contention that since RSA was developed with
public funding it should be a public algorithm) so you cannot legally use
the RSA algorithm unless it is the specific version provided by RSA.
