"New Mail Check" is broken

The basic problem and consequently the solution is that PMMail/2 does not
reset once the fetch has failed for a selected period of time.  Such as the
time for the next fetch.  So that for whatever reason PMMail/2 hangs, at the
next fetch time it tries again.
