Doesn't this work in 2.10?  Go to Sent Mail, RMB to "Send Again." Go to
Outbox and double click to open and edit?

You can edit received mail this way too, but it flags it as an unsent
message, so an Edit Received (to trim or retitle for filing) or Sent
would be nice.
