create PGP key with PMMail 2000

What was the workaround for creating a new key pair with PMMail 2000?
I thought it was either:

1. use PMMail 98 to create the key pair then upgrade to PMMail 2000;
or
2. create blank files pubring.pkr and secring.pkr and then you would
not get the 'invalid parameters' error.

I tried both the above and neither worked. I got the invalid
parameters error even with PMMail 98.
