Losing cc: when drag between accounts

This is probably normal, or at least the usual action, but I'll ask
anyway.

I often get emails at one address to which I want to respond from
another address (PMMail account).  One of the things I really like
about PMMail is that all I have to do is drag to the other account
and all settings are changed.

I've finally noticed that when I do that, all the cc's fall off.

Is this normal?  Considered a bug or design decision?  Likely to be
fixed?
