Timezones again

Here in the UK, we have just changed over to summer time. Here is my TZ
setting:

 TZ=GMT0BST,3,-1,0,3600,10,-1,0,7200,3600

So, why does bloody PMMail still think it is GMT ? Other programs get
it right.
