But it isn't word processing.  If you want to send a word processed
document, you can attach it (and better zip it first if you are using
a modem).

As the change you propose would be fundamentally incompatible with
the RFCs to which present SMTP servers and email clients are written,
many, possibly most, of these would have to be replaced.  Unless
they're MS ones that already flout the rules, of course.
