    Nope.  I'm not talking OS/2.  I'm just pointing out that it is possible.
The three editors that I was aware of were..

1: Internal editor to The Bat!  (ALT-L)
2: joe (^K^J)
3: vim (Q})

    Each of those editors will retain proper quoting during reflowing.

    There is a port of joe to OS/2.
