Congratulations! You have just elected yourself convenor of a
committee to overhaul RFC823, etc. All you have to do now is obtain
the permission of the IETF to get on with it.
And I'm absolutely serious. This is what Internet standards processes
are all about - if you don't like something, then get stuck in and fix
it. You have merely to follow the correct procedure to obtain
consensus.
BTW, netiquette also states that you should not overquote in your
replies. ;-)
