filtering - forwarding attachments

I'll start out with my usual apology regarding whether or not this has
been discussed in the past and move on to ...

I tried to forward an email and it's attachment today via a filter and
the recipient isn't receiving it.  Through observation which consisted
of watching the outbox as a test mail and attachment is forwarded, I
saw that the attachment is apparently not being forwarded.  Can anyone
shed some light on this?  Thanks.
