Hmmm...  

PMMail 2.10.1999
Codepage = 850,1004
8 Bit encoding, ISO 8859-1

Hex FC (ü) displays correctly here in the body, the message list and
the subject line.  I do rememember it being incorrect in the message
list a previous build though.
