PMMAIL Handling of Japanese Messages

I am using PMMAIL/2 for OS/2 and running it under Japanese OS/2
Warp 4. I have noticed that if the Japanese is encoded using Shift-JIS,
I can read it in the PMMAIL window but if it is in JIS, I can't. It does
not seem to matter what the "charset=" has.

Can anyone explain why this is happening and if there is some way
to view JIS encoded Japanese in PMMAIL.
