This quote is way, way out of date, bandwidth is *not* the problem with 
HTML email AGREED STANDARDS by which such mailers should work are the
problem (there aren't any!!!!!).

Sorry if I misunderstood the humour in your message, but someone from NIST 
(National Institute of Standards and Technology) might be expected to know 
the value of standards!!
