You are completely correct about this, of course. This is one of the
reasons why OS/2 *SHOULD* have a TZ environment variable built in and
why it should expect the RTC to run in UT.

Unfortunately, the folks who built OS/2 thought copying DOS was "good
enough". Instead they should have copied Unix.
