This RFC governs how to package the multiple files that comprise
a generalised web page into one MIME message such they can be 
reassembeld at the other end - it therefore addresses exactly 1 
of the problems with using HTML as "a rich text" format - there 
and many others, in particular it does nothing to define the 
emailers *behaviour* as regards to HTML email.
