[pmmail-list] PMMail/2 doesn't recognize Windows-1252 charset

It seems some versions of Outlook have fun using "Windows-1252" as
charset instead of "iso-8859-1".  It's the same thing, but PMMail/2
does not recognize Windows-1252 in the header of a message.  It should
