This is a major gripe for me as well, and I'd like to see
the problem fixed in a PMMail upgrade.  However, there is a
workaround - a program called PMMAsort.  You run it every
once in a while when you've added new addresses.  Look for
it on Hobbes.  It is E-mail-ware.
