I would like this too.  I also agree with Kris's suggestion  to
remove the "quote all" option, though this is not necessary to
getting the behaviour that I would like.

At present I keep quoting off, and when I want to quote, I highlight
and then use the right-click menu option to reply with quoting, but
this is rather clunky.
