I've also had the same problem.  The temporary workaround is use a
backup copy of your keys (pre-7.0.3) and place them in a separate
directory.  Point PMMail to that directory and it will function like
before.

There are a few disadvantages, of course, including the fact that you
will have to maintain two different sets of keys.

BTW, 7.0.3 installs "PGPsdk.dll" 7 September 2000

A quick check with "filever" shows it to be V2.0.0.0

It's anyone's guess as to what changed between the versions, as I don't
think the source code for 7.0.3 has been released yet.
