Yes, provided either you are logged onto that account or that account
permits you to send mail while logged onto another ISP.  E.g., both
BellAtlantic.Net and ATTGlobal.Net permit you to receive mail regardless
of the ISP you logged onto, but you can send mail only if logged onto
the specific network.

Compose the mail in that account.
