I'd like to be able to create folders from the filter page. Otherwise I
have to remember to create a new folder before I select the filter
builder, and I create new filters rarely enough that I usually forget
that step until I have most of the filter built. Then I have to save
the filter with a bogus move-target folder, exit back to the main
window, create the folder, then drill back to the filter dialog to fix
the target.
