[pmmail-list] PMMail doesn't generate Message-Id

This specific topic was discussed (and debated) on Steve's PMMail list
before this list was created. If an application is coded to perform a
function with an intended result but does not achieve that result - it's a
bug. However, PMMail has never been coded to produce a Message-Id. Whether
it SHOULD produce a Message-Id is a matter of interpretation and debate.
