Some fans automatically adjust their speeds in order to run as quietly
as possible and still maintain a safe temperature. This is usually
controlled by a thermistor in the fan and not by the operating system,
however. Of greater concern, is that you say the computer is making
"awful noises." If you are referring to a fan creating those noises,
then you do have a problem that needs to be fixed. These noises can be
caused by the bearings going bad in the fan which will keep it from
operating at the correct speed and can allow your system to overheat.
Overheating can cause all sorts of unexpected and serious damage to
your hardware and your software and the problem should be fixed ASAP.
