for each filter that lists applicable accounts and folders (in the case
of filters other than incoming) the filter should work against.
If a folder is selected (but no messages), manually applying the filter
should apply it to all messages in the folder if it is allowed as a
manual filter.
Filters need to be applied using the headers while the messages are
still on the remote server to allow messages to be bounced, forwarded
or deleted based soley on the header. (ie if it is to XXX reoute it to
hotmail without downloading, If it has an attachment larger than xxx -
don't download it - forward it to anouther account with a higher
bandwidth...)
