I think that you are seeing a vestige of the roots of PMmail...

On OS/2, HTML email messages are always displayed properly...
As formatted monospace text.  (if I really want to see the 
bloody colors <or whatever> I can just choose to open it in
a browser).  PMmail was originally designed to meet the expectations
of a certain type of user -- now that the user-base seems to be
shifting they need to address the issures that you are raising.
