You don't.  Even if you did install REXX on Win32, it wouldn't use a .CMD 
extension.

You have a couple of choices, but Xavier's is probably the best one:use the 
Play Sound action instead of the User Hook action, and enter a non-existant 
file name.  PMMail will beep the speaker instead.
