You're right that it's not a bug: the Windows standard keyboard shortcut for 
"copy" is Ctrl-C, not Ctrl-Ins.  Ctrl-C works fine in the "From" field.

The Ctrl-Ins/Shift-Ins key sequences have been "deprecated" since Windows 3.1.
