Yes they do but not at the victim's expense, which spamming is.

Also you are looking at this from the point of view of the seller, not of society as a whole.   Selling $25 worth
of penis-enhancement pills (or even any legitimate product) generates a few dollars at most of value-
added for the economy, but at a terrific loss to the economy because of the prevention and cleanup 
costs of the 9,999 failed promotions.   

This is why spam is such a menace and must be stopped.
