[pmmail-list] long-time question

Hello, 

The help file (OS/2 version of PMMail says very little and is confusing.
Could some one explain the meaning and utilization of the following
expressions in the locale page of PMMAIL settings:

Quoted printable
8-bit
Do not perform character set translation

What do they do? Which ones apply to sending, which ones to receiving?  
How should one use them?

Is there a place where complementary help is available?

And an unrelated question: is there any connexion between PMMail and SSL?
