PMMail uses that list to auto-complete email addresses that you are
entering in the To: box in the message compose window.  I guess the
theory is that if you emailed someone once you may want to do it again.
 By creating your own mru file and then making it Read Only, you can
create a list of auto-completing shortcuts for email addresses.
