Marc,

Try leaving cmd.exe as the default command processor in config.sys; and
for 4os2 command sessions, create a WPS object which I guess is a
"program object" with the full-path-to-4os2.exe in the "Path" field; 

and "Parameters" of /k "path_to_startup_commands.cmd"

I leave one [or more] of these 4os2 command windows open on the desktop
all the time; but system processes get to use the cmd.exe processor
which they expect.
